In 1853, the black ships led by Commodore Perry appeared at Uraga.

1853年に浦賀にペリー率いる黒船が現れました。

Japanese people were stunned at the sight of the huge ships that they had never seen.

日本人は見たこともない巨船を見て腰を抜かしました。

Perry handed  the samurai government a message from the President of the U.S. and left Japan.  But he didn't forget to tell that they would come back again after one year.

ペリーはアメリカ大統領からの親書を渡し、一年後に来ると告げ、浦賀を去りました。

They wanted to secure stopping points in Japan for whaling ships.

彼らの目的は自国の捕鯨船の寄港地の確保でした。

Under the Tokugawa shogunate, Japan closed its door to the world and enjoyed peace and prosperity for 260 years without being disturbed by foreign countries.

徳川時代、幕府は鎖国をつらぬき、外国からの干渉を受けずに260年間の平和と繁栄を享受したのでした。 

The shogunate didn't know how to cope with their requirements made by Perry.

幕府はこの要請に対してどう対処していいかわかりません。

They no longer had the power to solve the matter on their own.

もはや単独で問題を解決する力はありませんでした。

They were at a loss what to do. They reported it to the Imperial Court in Kyoto and asked for the opinions of powerful feudal lords, 

朝廷に報告したり、有力藩の意見を聞いたり、幕府はどうしていいか分かりませんでした。

The following year, Perry came back again.

翌年、ペリーはやって来ました。

There were no wars for 260 years. Nobody of the samurai government knew how to fight a war.

260年間戦争はなかったのです。幕府の誰も戦争を経験したことはありません。

They had no intention to make war against the black ships.

黒船と一戦交える覚悟などありませんでした。

The shogunate knew that China had suffered terrible damage caused by the Opium War.

幕府は中国がアヘン戦争でひどい目に遭ったことを知っていたからです。

In 1854, Japan made a treaty with the United States.

1854年、アメリカと条約を結びました。

Japan was reluctantly agreed to open two ports for the whale ships of the U.S. and to supply food, water, and coal.

こうして日本は、二港を開港し、食糧、水、石炭を供給することになったのです。

This is the treaty of Peace and Amity between Japan and the U.S.

これは日米和親条約といいます。

Because of the seclusion policy there were few experts in the government who were well informed of foreign affairs.

鎖国のため、幕府には海外の事情に明るい人材がほとんどいませんでした。

To tell the truth, there was a person named John Manjiro, but unfortunately his  talent didnt't come to light.  

実際にはいたのです。ジョン万次郎という人物です。しかし、悲しいかな、彼には光は当たりませんでした。

There were no risk management system at least among the top officials of the samurai government.

少なくとも幕府の中枢にいた者は、そんな危機管理能力はありませんでした。
