From Narita Airport, which is in the Southeast of Tokyo, Keisei Skyliner is the fastest way to get to Tokyo area. I recommend you that you book a hotel in UENO (U・E・NO) if you're going in and out from Narita.

From January to May, you can walk to Ueno Park, where you will find Cherry blossoms--Sakura-- blooming.
There is also a hotel with PANDA ROOMS.

Shinjuku and Shibuya are commerical districts that you would hardly see any Cherry along the boulvevards.
-----(If you have to change to JR Yamanote Line, change at NIPPORI STATION)----------------------
When you have to change to JR Yamanote Line, however, transfering at Nippori Station would be more convenient than at UENO. At UENO, you have to go up the escalators from Keisei Ueno Station and walk a while, cross the crowded roads to get to JR Ueno Station, but at Nippori, it's in the same station building.
There is a hotel, which is celebrating there 30 year anniversary, very close to NIPPORI Station.

-----(Highway buses are also available for Tokyo Station)--------------------------------------------------------
If you can be patient with the traffic jam, there are two highway buses getting to Tokyo/Ginza area, which is just 1000 yen.
