There is a Shiogama shrine museum at Shiogama shrine. If you want to enter it, entrance fee is 200yen.
This tour looks shrine tour but
is recommended for those who likes local food. If you don’t have breakfast, you can have breakfast at fisherman’s market.

There are plenty of sushi restaurants at city. But I know other nice restaurants too!
